Overview
The ECTN (Electronic Cargo Tracking Note) is a mandatory loading certificate for sea shipments to Somalia's ports of Mogadishu, Berbera and Kismayo. It acts as a pre-arrival tracking and verification document, letting the destination authorities reconcile the shipper, consignee, cargo description and declared invoice values against the Bill of Lading before the vessel arrives. The waiver must be obtained by the shipper or freight forwarder and validated before arrival. Presenting a missing, expired or incorrect ECTN at a Somali port typically leads to customs clearance delays, storage and demurrage charges, and regulatory fines until a valid certificate is provided.
