News From The Counter Terrorism Service-Yemen
We would like to inform you of a recent update from the Counter Terrorism Service-Yemen regarding the ACD certificate for shipments to Yemen.
New Requirements Effective February 1, 2025
Starting February 1, 2025, it will become mandatory to obtain the ACD certificate at the port of loading and ensure the ACD number is included on the Bill of Lading for all containerized shipments.
Responsibility for Compliance
To comply with the new regulations, the shipper, exporter, or freight forwarder must obtain this certificate.
Filing against this requirement
Our desk records a Yemen ACD application as filed with four documents: the bill of lading, the commercial invoice, the certificate of origin and the freight invoice.
Because this directive ties the certificate to the port of loading, the sequence matters as much as the paperwork. The cause of failure we see most is not a missing document but an ACD reference that was never obtained before the cargo loaded at origin, and that one cannot be repaired by filing late. The other two that recur are a cargo description differing between the bill of lading and the commercial invoice, and shipper or consignee details that do not match the declared manifest.
