News From The Yemeni Ministry Of Transport
The Yemen Ministry of Transport has introduced a mandatory ACD procedure for all shipments bound for Yemeni ports. Effective January 1, 2025, shippers, exporters, and freight forwarders are required to secure the ACD number at the port of origin. This ACD number must also be referenced on the bill of lading.
What came next
This notice records the Ministry of Transport requirement effective 1 January 2025. A later directive from the Counter Terrorism Service-Yemen, effective 1 February 2025, restated it more tightly: the ACD certificate must be obtained at the port of loading, and the ACD number must appear on the bill of lading, for all containerised shipments. Applications most often come back for a cargo description that differs between the bill of lading and the commercial invoice, for shipper or consignee details inconsistent with the declared manifest, or for an ACD reference that was not obtained before loading at the origin port. Only the first two can be corrected after the fact.
