The three are not interchangeable — each answers a different question, and they tend to come up in this order.
What waiver does my destination need? — For when you know where the cargo is going but not what the paperwork is called. Thirty covered destinations map to eleven different certificates, and the name a customs authority uses is often not the name the shipping line used.
Do I need an ECTN or cargo waiver? — Pick an origin and a destination and it answers yes or no, then names the certificate. The requirement follows the destination: each covered country maps to exactly one document, so the origin is there for context rather than to change the answer.
What does a cargo delay cost you? — For pricing a delay. It turns days stuck at the terminal into a figure, which is the comparison worth having before deciding whether to file at origin or take the chance.
