The Gabon BIETC is the electronic cargo identification and traceability note of the Conseil Gabonais des Chargeurs (CGC), the public body founded in 1971 under Gabon’s Ministry of Transport. It is governed by Ordinance No. 009/PR/2014 of 20 August 2014, with issuing rules set by Order No. 00188/MT. How to get the Gabon BIETC, step by step

Gabon BIETC: validity and amendments
A validated BIETC is issued against one shipment: one Bill of Lading, one vessel, one voyage, one consignee. It does not carry over to your next shipment and it carries no renewal date. If the shipment changes, the certificate has to change with it — and what can be amended after validation, and at what cost, is set by the destination authority. What happens without a valid Gabon BIETC?
Cargo arriving without a validated BIETC is generally not released at Libreville or Port Gentil: customs clearance delays, storage and demurrage accruing daily, and regulatory fines until a valid certificate is presented. The demurrage is often the larger of the two numbers, and it is the one that grows while the paperwork is corrected.

How the Port of Loading Shapes the Gabon BIETC File
Where the cargo leaves from decides two things. It sets the route of the application, because the file goes through the CGC representative for the country of shipment. It also sets the final visa deadline, which differs for shipments from Africa, from Europe, and from Asia or the Americas.
At the other end, the BIETC tracks the shipment by Bill of Lading, port of loading, carrier and cargo. Cargo may go to Owendo, to Port-Gentil or to another entry point in Gabon, and the discharge port on the Bill of Lading must match the cargo.
Accord Préalable: Why Loading Waits for the Prior Visa
Accord préalable is the French name for the prior visa, and the CGC representative gives it as the authorisation to load. Cargo taken on board without it counts as loading without authorisation, which is an offence under the CGC rules. Allow for the time needed to send the file to the representative when you make the booking.

Shipping Vehicles to Gabon: the Carte Grise
A vehicle shipment to Gabon adds the registration document (carte grise) to the file. The Bill of Lading, commercial invoice, freight invoice, packing list and EX1 export declaration stay in place, so collect the carte grise along with them.
Gabon BIETC for Air and Road Cargo
