Overview
The BESC (Bordereau Électronique de Suivi des Cargaisons) is Cameroon's mandatory Electronic Cargo Tracking Note for all sea-freight imports through the ports of Douala and Kribi. It is issued under the authority of the Conseil National des Chargeurs du Cameroun (CNCC) and must be validated in good time — the exact cut-off depends on the destination — so customs can reconcile the shipper, consignee, cargo and freight values against the Bill of Lading. Cameroon enforces the requirement strictly, and a missing or incorrect BESC exposes the cargo to official penalties on top of storage and demurrage, so obtaining a validated BESC in advance is essential.

Strict penalties on the CIF freight value
Cameroon enforces the BESC strictly: a missing or incorrect certificate can attract penalties of 30%–50% of the CIF freight value, on top of storage and demurrage at Douala. The declared freight amount is validated as part of the BESC, so a separate Freight Invoice is required if freight is not shown on the Commercial Invoice.
