Angola ARCCLA Certificate — The Complete Guide

Last updated: July 20, 2026

The Angola ARCCLA certificate (ARCCLA: Agência Reguladora de Certificação de Carga e Logística) — still widely called the CNCA (Conselho Nacional de Carregadores de Angola) — is mandatory for every ocean shipment bound for an Angolan port. This guide walks through who files it, the documents you need, the exact steps, timings, and the latest import rules, so your cargo clears without fines or demurrage.

Overview

The Angola ARCCLA certificate — still widely called the CNCA — is required for ocean shipments bound for an Angolan port. The shipper or freight forwarder obtains and validates it: it is the exporter side, not the Angolan importer, that is responsible for filing. Filing deadlines differ by destination — some routes require validation before the vessel departs, others later — so we confirm the cut-off for your route before anything is filed, and filing early protects the cargo from fines and demurrage either way. Four things decide whether the file clears on the first attempt: the importer must hold a valid ARCCLA authorization, which we check at the start; declared goods values must sit within 5% of the commercial invoice, because larger gaps trigger a query; vehicle and road components need an additional prior-authorization document, listed by HS code further down; and consignee details must match the importer’s NIF exactly. Cargo that only passes through an Angolan port on its way to a landlocked neighbour is treated as in-transit and does not need a certificate — but the routing has to be documented.

Top 3 causes of Angola ARCCLA rejection

Specific questions: Angola

What does ARCCLA circular 003/2022 require?

Shipowners and transport operators trading to Angola must register with ARCCLA and make sure cargo loaded for Angola travels with its loading certificate. If the certificate is missing they must not refuse to load the cargo, but they must report it to ARCCLA. The obligation to obtain the certificate stays with the shipper.

Is the CNCA certificate the same as the ARCCLA certificate?

Yes. CNCA (Conselho Nacional de Carregadores de Angola) is the former name; the certificate is now issued by ARCCLA (Agência Reguladora de Certificação de Carga e Logística). It is unrelated to China’s CNCA.

  • Angola now mandates prior authorization from the relevant Angolan transport authority for specific vehicle component imports, effective immediately under Presidential Decree No. 155/20.

  • Angolan authorities changed CNCA certificate representatives, leading to the rebranding as ARCCLA—but they remain the same certificate with different names.

Frequently asked questions

Cargo arriving without a validated ARCCLA certificate is held at the discharge port and faces fines and demurrage until a valid certificate is issued. In practice it is far cheaper to file in good time for your route.

Yes. ARCCLA is the current name of the regulator and the certificate; “CNCA” is the former name that the market still uses. They refer to the same mandatory certificate.

No — a printed, signed and stamped original is not required. The PDF certificate we send is sufficient to release the cargo. If you specifically want a printed copy for your own records, just let us know and we can arrange it.

Declared goods values must be within 5% of the commercial invoice. Larger discrepancies trigger a query and slow validation, so make sure the invoice and the filing agree.

Once your documents are correct and approved and the invoice is paid, validation is typically completed within 1 to 24 hours.
