The ECTN (Electronic Cargo Tracking Note) is a mandatory loading certificate for sea shipments discharging at the Port of Djibouti. Because Djibouti is the primary maritime gateway for landlocked Ethiopia, the ECTN is used by customs and the port authority to track cargo, shipper, consignee and declared values before the vessel arrives. When must the Djibouti ECTN be issued?

What happens without a valid Djibouti ECTN?
Cargo arriving without a validated ECTN is generally not released at Djibouti: customs clearance delays, storage and demurrage accruing daily, and regulatory fines until a valid certificate is presented. The demurrage is often the larger of the two numbers, and it is the one that grows while the paperwork is corrected.

How Long Does the Djibouti ECTN Take?
A draft Bill of Lading starts the clock, so you do not have to wait for the final one. First the cargo's direction is settled: cleared in Djibouti, entering the Free Zone, or in direct transit to Ethiopia. The Bill of Lading and commercial invoice are then prepared, and shipper, consignee and cargo details are compared. Last, the ECTN number goes on the final Bill of Lading. The delay to watch is on Ethiopia cargo: if the Bill of Lading wording or the consignee changes, the exemption falls away and an ECTN is needed.
Ethiopia Transit Exemption: What Must the Bill of Lading Say?
Two conditions apply together. The Bill of Lading must state "In transit to Ethiopia", and the consignee must be in Ethiopia. With the wording but a consignee in Djibouti, the Djibouti ECTN is needed. With a consignee in Ethiopia but no wording, the result is the same. Check both fields before the Bill of Lading is issued.
Does Ethiopia Cargo Cleared in Djibouti Need an ECTN?
Yes. The exemption is only for direct transit, meaning cargo unloaded in Djibouti and immediately forwarded to Ethiopia. Cargo cleared in Djibouti needs the Djibouti ECTN even if Ethiopia is its last stop.
Cargo Entering the Djibouti Free Zone
The Free Zone is not an exemption. Since 15 June 2023 cargo for the Djibouti Free Zone needs the ECTN too. If your cargo will enter the Free Zone, do not count on the Ethiopia direct transit exemption, even if it is planned to move on to Ethiopia.
