What is Cameroon BESC?
The BESC (Bordereau Électronique de Suivi des Cargaisons) is Cameroon's mandatory Electronic Cargo Tracking Note for all sea-freight imports through the ports of Douala and Kribi. It is issued under the authority of the Conseil National des Chargeurs du Cameroun (CNCC) and must be validated before the vessel arrives so customs can reconcile the shipper, consignee, cargo and freight values against the Bill of Lading. Cameroon is one of the strictest enforcers of the ECTN requirement: penalties for a missing or incorrect BESC can reach 30% to 50% of the CIF freight value, on top of storage and demurrage. Official BESC Validation Procedure
According to the customs regulations of Cameroon, every cargo shipment purchased from abroad and transported for commercial, business, diplomatic, or personal purposes requires a validated Loading Certificate:
