Where this sits in the sequence
This is the third notice on the same Yemen requirement, and none of the three says so. The first recorded the Ministry of Transport's introduction effective 1 January 2025; the second recorded the CTSYE directive of 1 February 2025 that moved the certificate to the port of loading and put the ACD number on the bill of lading. This one is the reminder that followed.
