New Mandatory ACD Requirement for All Sudan Shipments – Effective 1 January 2026

Overview

The Sudan Customs Authority announced a national rollout of the Advance Cargo Declaration (ACD) system through official communication dated November 9, 2025.

Effective Date

All shipments destined for Sudan must comply with ACD requirements starting January 1, 2026.

Operational Rules

  • The ACD certificate must be issued at the loading port
  • Shippers, exporters, freight forwarders, and carriers bear responsibility for ensuring compliance
  • The ACD number must be clearly displayed on the Bill of Lading

Required Documentation

The list has been extended twice since the rollout was announced: the Certificate of Origin was added first, then the Packing List. All five are now required at application:

  1. Draft Bill of Lading
  2. Commercial Invoice
  3. Freight Invoice
  4. Certificate of Origin
  5. Packing List

Incomplete documentation may result in delays, penalties, or rejection of the application.

  • Vehicles
  • Machinery
  • Trucks
  • General cargo
  • Bulky shipments
