This notice advises of a recent update from the Sudan Customs Authority regarding the ACD procedure for cargo destined to Sudan.
Document Requirements Update
The Certificate of Origin has been added to the list of documents required when submitting an ACD application. This document must be provided together with the existing documentation set.
Required documents for ACD submission now include:
- Draft Bill of Lading
- Commercial Invoice
- Freight Invoice
- Certificate of Origin
Compliance Deadline
ACD certification will be mandatory for all Sudan-bound shipments effective January 1, 2026.

Update: the Packing List was added later
This notice lists four documents. A subsequent notice added a fifth: the Packing List is now required with an ACD application, alongside the draft bill of lading, the commercial invoice, the freight invoice and the certificate of origin. Applications most often come back for a missing certificate of origin or an incorrect chamber of commerce stamp on it, for an ACD number that was not declared on the vessel manifest, or for loading documents scanned too poorly to read. The deadline stated above is unchanged: ACD certification is mandatory for Sudan-bound shipments from 1 January 2026.
