ECTN Reference Number on Bill of Lading

The Ministry of Transport, Urban Mobility, and Road Safety in Burkina Faso announced a new requirement for all goods shipments entering the country. Effective April 20, 2023, the ministry mandated that the ECTN Unique Reference Number (URN) must be included on the bill of lading for all shipments bound for Burkina Faso.

Purpose and Background

The ECTN requirement, implemented following article 02 of Regulation N°2009_0012_/MT/MEF since September 15, 2009, serves as a unique identifier for shipments of goods entering a country. It tracks shipments through customs and ensures correct taxes and fees are paid before goods are released. By requiring the ECTN Number on bills of lading, the ministry aims to improve the efficiency of the customs clearance process and prevent adverse situations.

Who Must Comply

The new requirement applies to all parties involved in the shipping process, including:

  • Shippers
  • Carriers
  • Freight forwarders

All parties must comply with this regulation to avoid delays or issues at the port of entry.

International Standards and Benefits

This decision aligns with international shipping standards, as several countries have already implemented similar requirements. The streamlined customs clearance process will lead to:

  • More efficient supply chains
  • Reduced transportation costs
  • Decreased processing time for importers and exporters

This announcement demonstrates the ministry's commitment to enhancing Burkina Faso's trade and economic development.
