Temporary Delay in ACI Implementation for Libya
The ACI implementation for Libya has been temporarily postponed, allowing shipments to proceed without an ACI number until a new start date is confirmed. Once established, you will be promptly notified. We recommend monitoring updates to minimize any potential disruptions when the regulation goes live.
ACI and ECTN are two different requirements
This notice concerns Libya's ACI implementation only. The postponement described above does not touch the country's ECTN, which is a separate system: a shipment can be affected by one and not the other, so a reader who finds both notices should not read them as contradicting each other.
Libya's ECTN was reported activated separately — see Libya Customs Authority Update: ECTN Mandatory for that notice and the date it carries.
Libya is not currently carried in our destination registry, which lists the thirty destinations we file for and the certificate each one uses, so there is no Libya country page to check a requirement against. If you are routing cargo to a Libyan port and need the position confirmed before you book, ask the desk rather than working from the date on this notice: it was published in February 2026 and says only that a new start date had not been set at that time.
