The National Port Authority (NPA) has informed all stakeholders—importers, exporters, and carriers—about mandatory documentation requirements.
Key Requirements
The BESC Certificate/Advance Cargo Declaration (BESC) system became effective on January 1, 2019 for all shipments to any destination port, including transit through Liberia.
Shippers, exporters, and forwarders at ports worldwide must:
- Obtain a validated Liberia BESC Certificate through the online platform
- Submit required shipping documents
- Ensure each Bill of Lading is covered by a valid, unique BESC Number
- Insert the BESC number in the Cargo Manifest
Compliance & Penalties
Shipments lacking a valid BESC number certificate will not be loaded from the port of loading. Fines may be applied.
"Above mentioned fines and any further consequences and expenses due to a change of vessel, extra handling or amended routing will be for the account, and responsibility, of the Shipper."
