Along with the Bill of Lading, the commercial invoice represents one of the most important documents in the Cargo Tracking Note application. The obligation carries significant complexity, as numerous key details must satisfy official requirements and align with other supporting documents.

CTN stands for Cargo Tracking Note, a system implemented across 27 African countries and referred to as BSC, CNCA, FERI, BESC, ECTN, or BIETC depending on the country.

Primary Details Required on the Invoice

Unless otherwise specified, invoices submitted for the waiver certificate must include:

  1. The total FOB value clearly shown and equal to the sum of all product rows
  2. A compulsory incoterm, with additional costs displayed based on the shipping agreement:
    • FOB: Ocean freight cost excluded; present invoice separately if applicable
    • CFR: FOB and freight costs stated separately
    • CIF: FOB, freight, and insurance all included

Acceptable Currencies

Invoices may be submitted in any currency, though the CTN system accepts only selected currencies with conversions applied at current exchange rates.

Cross-Trade Shipment Invoices

When three parties are involved, two separate invoices are typically raised. For cross-trade or triangle transactions involving a manufacturer, reseller, and consignee, use the invoice issued from the reseller to the importer in the destination country.

Personal Effect Shipments

Authorities require a Proforma Invoice for personal or charity cargo CTN certificates. The estimated goods value need not reflect market value.

Country-Specific Invoice Requirements

Madagascar & Ivory Coast: Mandatory details include HS Code, incoterm, country of origin, and payment method.

Libya: The commercial invoice must be approved by the Chamber of Commerce in the origin country before filing a CTN application.
