Angola CNCA Belgesi Nedir?
CNCA (Conselho Nacional de Carregadores de Angola), Luanda ve Lobito dahil olmak üzere Angola limanlarına yapılan tüm deniz sevkiyatları için zorunlu bir yükleme sertifikasıdır. 1994'e kadar uzanan düzenlemeler (Decree No. 19/94) kapsamında ARCCLA (Agência Reguladora de Certificação de Cargas e Logística de Angola) tarafından yetkilendirilen belge, kritik bir gümrük öncesi takip notu işlevi görür. Onaylanmış CNCA belgesinin varış limanında ibraz edilmemesi, ciddi kargo teslim engelleri ve ağır cezalarla sonuçlanır.
Resmi CNCA Doğrulama Prosedürü
Angola gümrük mevzuatına göre, yurt dışından satın alınan ve ticari, kurumsal, diplomatik veya kişisel amaçlarla taşınan her kargo sevkiyatı için onaylanmış bir Yükleme Sertifikası zorunludur:
- ▪CNCA muafiyetinin sevkiyattan önce alınmasından ihracatçı veya nakliye acentesi sorumludur.
- ▪2015'ten bu yana tüm CNCA başvuruları için bir Documento Unico (DU) / İthalat Lisansı zorunludur. DU geçerli olmalıdır (standart geçerlilik süresi düzenlenme tarihinden itibaren 60 gündür).
- ▪Documento Unico yalnızca geçici sevkiyatlar (Geçici Rejim kapsamında) için veya kargonun toplam FOB değeri 5.000 USD'nin altında olduğunda muaftır.
- ▪Geçici sevkiyatlar için ihracatçı, geçici gönderim durumunu teyit eden resmi bir beyan mektubu sunmalıdır.
- ▪Tüm araç sevkiyatları (yeni veya kullanılmış) Angola'daki ANTT (Agência Nacional dos Transportes Terrestres) tarafından düzenlenen bir araç yetki mektubu gerektirir. Yaş sınırları geçerlidir: hafif araçlar 5 yılı, ağır hizmet araçları 8 yılı aşmamalıdır.

4. Mandatory Document Specifications
- Timing: The CNCA validation process must be initiated as soon as the BL is obtained.
- LCL Applications: House BL (HBL) requires Master BL (MBL) submission if requested.
- Soft Copy Policy: One CNCA certificate is issued per BL.
- CNCA Numbers: The draft CNCA number is provided with the draft; the final validated CNCA number accompanies the final validated certificate.
- Consignee: Must be issued directly to the final consignee in Angola.
- Incoterm state: Must clearly state the chosen Incoterm.
- Value Breakdown: CFR shipments require distinct FOB and Freight value breakdowns.
- DU Alignment: Total Commercial Invoice value must match the Documento Único (DU) value.
- Conditional: Required if the freight value is not indicated in the Commercial Invoice.
- Currency: Accepted in EUR or USD. Other currencies are subject to official conversion.
- Consistency: The DU value must match the Commercial Invoice value.
- Exemptions: DU is exempted for temporary shipments OR commercial invoice value below 5,000 USD.
- Discrepancy: A maximum 5% discrepancy tolerance is accepted between the Commercial Invoice and the DU values.
5. ANTT Prior Authorization HS Codes
Shipments are subject to Prior Authorization from ANTT if the Documento Único (DU) lists any of the following HS codes:
