What is a CTN?
A Cargo Tracking Note (CTN) is a document used in international shipping to track and monitor cargo. It contains information about the cargo and its journey, such as the consignee, consignor, vessel details, and ports of loading and discharge.
All exports and imports (including those in transit) to the Gambia must obtain a CTN Certificate starting on May 15, 2023. All goods being imported and exported from the Gambia must comply with the new regulation.
Failing to present the CTN document will lead to severe consequences and a hefty fine.
Procedure
According to this law, every cargo purchased from abroad and transported for commercial, business, in some cases, diplomatic and personal purposes require a Loading Certificate called CTN.
Both the shipment reference and the goods description fields on the bill of lading require the CTN reference number to be included.
The shipper, exporter, or freight forwarder is responsible for acquiring the CTN waiver certificate from the authorized representative.
- Bill of Lading – A draft copy can be used for the draft.
- Commercial Invoice
- Freight Invoice – It is necessary if the freight cost isn’t on the commercial invoice.
- Export Customs Declaration – Details have to match with all documents if it is not cross-trade.
- According to the Ministry of Ports and Marine Transport, all cargo to Gambia must be accompanied by a CTN certificate.
- The CTN certificate must be validated five days before the vessel arrives at the latest.
- The cargo can’t be cleared if a valid CTN certificate is not provided.
- Shipments that arrive without CTN or with false information on the CTN get charged twice the certificate cost plus the regulation charge determined by the Gambian Government.

The CTN certificate can’t be created for LCL shipments using the House Bill of Lading. However, that doesn’t mean LCL shipment doesn’t require a certificate. The required certificate must be obtained using a Master Bill of Lading for the whole groupage.
