What is an ECTN?
An Electronic Cargo Tracking Note (ECTN) is a document used in international shipping to track and monitor cargo. It contains information about the cargo and its journey, such as the consignee, consignor, vessel details, and ports of loading and discharge.
The ECTN process will be mandatory for cargo entering Djibouti ports, according to the Djibouti Ports and Free Zone Authority.
As of June 15th, 2023, it will be essential, and shippers, exporters, or freight forwarders must get it at the port of loading. The bill of lading must also include the ECTN number.
Procedure
According to this law, every cargo purchased from abroad and transported for commercial, business, in some cases, diplomatic and personal purposes require a Loading Certificate called CTN.
The shipper, exporter, or freight forwarder is responsible for acquiring the CTN waiver certificate from the authorized representative.

- According to the Djibouti Ports and Free Zone Authority, all cargo to Djibouti must be accompanied by an ECTN certificate.
- The ECTN certificate must be validated five days before the vessel arrives at the latest.
- The cargo can’t be cleared if a valid ECTN certificate is not provided.
- Shipments that arrive without ECTN or with false information on the ECTN may get charged twice the certificate cost plus the regulation charge.
