What is an ACD Certificate?
An Advanced Cargo Declaration (ACD) Certificate is a document required in international shipping to provide detailed information about the cargo before it arrives at its destination. It includes data such as the consignee, consignor, vessel details, and ports of loading and discharge, allowing authorities to ensure security and facilitate the smooth processing of goods.
The Sudan Customs Authority has issued an official communication dated 9 November 2025) announcing the national rollout of the Advance Cargo Declaration (ACD) system which will require all shipments to Sudan to comply with the ACD requirement starting 1 January 2026.
Procedure
According to this law, every cargo purchased from abroad and transported for commercial, business, in some cases, diplomatic and personal purposes require a Loading Certificate called ACD.
The shipper, exporter, or freight forwarder is responsible for acquiring the ACD waiver certificate from the authorized representative.

- The ACD certificate must be validated five days before the vessel arrives at the latest.
- The cargo can’t be cleared if a valid ACD certificate is not provided.
- Shipments that arrive without ACD or with false information on the ACD may get charged twice the certificate cost plus the regulation charge.
