New Mandatory ACD Requirement for All Sudan Shipments – Effective 1 January 2026

The Sudan Customs Authority has issued an official communication dated 9 November 2025) announcing the national rollout of the Advance Cargo Declaration (ACD) system.

Effective Date

All shipments to Sudan must comply with the ACD requirement starting 1 January 2026.

Operational Rules

• The ACD certificate must be issued at the loading port.
• The responsibility for ensuring compliance lies with shippers, exporters, freight forwarders, and carriers.
• The ACD number must be clearly shown on the Bill of Lading.

Documentation Required for ACD

1. Draft Bill of Lading
2. Commercial Invoice
3. Freight Invoice

This requirement applies to all categories of cargo, including vehicles, machinery, trucks, general cargo, and bulky shipments.
