    What is CTN?

    CTN is a mandatory loading document for all shipments to Liberia. It is also known as BSC. It was determined as a regulation in 2018 by Liberian Customs Officials.

    It is required for Greenville, Monrovia and any other port. Failing to present the BSC document will lead to severe consequences and a hefty fine.

    Procedure

    According to this law, every cargo purchased from abroad and transported for commercial, business, in some cases, diplomatic and personal purposes require a Loading Certificate called CTN – Cargo Tracking Note.

    The shipper or the freight forwarder is responsible for acquiring the CTN waiver certificate from the authorized representative.

    Requirements
    • Bill of Lading: A draft copy can be used for the draft.
    • Commercial Invoice
    • Freight Invoice: It is necessary if the freight cost isn’t on the commercial invoice.
    • Export Customs Declaration – Details have to match with all documents if it is not cross-trade.

    Regulations
    • According to Liberia Customs regulations, all cargo to Liberia must be accompanied by a CTN certificate.
    • The CTN certificate must be validated five days before the vessel arrives at the latest.
    • Shipments that arrive without CTN or with false information on the CTN get charged twice the certificate cost plus the regulation charge determined by the Liberia National Port Officials.

    Can I use the same ECTN number for various shipments?

    No, ECTN is unique and reserved only for one shipment. Every shipment must have a validated ECTN number.

    Is it mandatory to mention the Liberia CTN number on the bill of lading?

    No. The Liberia CTN certificate number is not required to show on the Bill of Lading. However, if you do state the CTN on the BL, keep in mind that the CTN number gets changed if any amendment is made to the validated certificate. Though, you don’t need to worry about changing the already printed OBL. Even if the number on the revised CTN certificate is different than the one on the printed OBL, you will not face any hurdle whilst clearing the cargo.
