Who is responsible

The shipper or freight forwarder must obtain and validate the CNCA certificate. It is the exporter side — not the Angolan importer — that files the waiver before the cargo sails.

When to validate

The certificate must be validated before the vessel arrives at the discharge port. File early: validating after arrival exposes the cargo to fines and demurrage while you wait.

In-transit shipments

Cargo that only passes through an Angolan port on its way to a landlocked neighbour is treated as in-transit. Angola does not require a CNCA/ARCCLA certificate for genuine in-transit shipments — but the routing must be documented.

Road & vehicle components — ANTT document

Since 1 June 2025, imports of vehicles and road components require an additional authorization from ANTT (Agência Nacional dos Transportes Terrestres). If your cargo falls under any of the HS codes below, the ANTT document must accompany the CNCA file.

Yes. ARCCLA is the current name of the regulator and the certificate; “CNCA” is the former name that the market still uses. They refer to the same mandatory cargo tracking certificate.

Angola is one of the few countries that requires the importer to present the original validated certificate to release the cargo. Courier the original to your consignee in good time.

Declared goods values must be within 5% of the commercial invoice. Larger discrepancies trigger a query and slow validation, so make sure the invoice and the filing agree.
