    What is ECTN?

    ECTN is a mandatory loading document for all shipments to Libya. It is also known as BSC. It was determined as a regulation in 2015 by the Libya Customs Officials.

    It is a requirement for Benghazi, Tripoli or any other port. Failing to present the ECTN document will lead to severe consequences and a hefty fine.

    Procedure

    According to this law, every cargo that has been purchased from abroad and transported for commercial, business, in some cases diplomatic and personal purposes require a Loading Certificate called ECTN – Electronic Cargo Tracking Note.

    The shipper or the freight forwarder is responsible for acquiring the ECTN waiver certificate from the authorized representative.

    Requirements
    • Bill of Lading: A draft copy can be used for the draft.
    • Commercial Invoice (Commercial invoice must be certified by the Chamber of Commerce by exporter)
    • Freight Invoice: It is necessary if the freight cost isn’t on the commercial invoice.
    • Export Customs Declaration – Details have to be same across all documents if it is not cross-trade.
    • Certificate of Origin
    • Statistical Code of the Libyan Companies (ID numbers or VAT number or commercial registration number of the Libyan Companies)

    Libya ECTN Government and General Updates

    Regulations
    • According to Libya Customs regulations, all cargoes to Libya must be accompanied by a ECTN certificate.
    • The ECTN certificate must be validated five days before the vessel arrives at the latest.
    • Shipments who arrive without ECTN or with false information on the ECTN gets charged twice the certificate cost plus the regulation charge determined by the Libya National Port Officials.
    Things You Should Know
    • ECTN Number must be on the Bill of Lading. We can validate the ECTN with a draft Bill of Lading.
    • A Commercial Invoice certified by the relevant Chamber of Commerce in your country is acceptable. For cases where Chamber of Commerce doesn’t certify an invoice, we need a letter explaining it.
    • A Certificate of Origin issued by the Supplier/Shipper in the origin country is sufficient.
    • Customs Declaration is also known as the EX1 Document/Export Declaration. And all pages of EX1 is required.
    • If you are shipping vehicles, their date of manufacture, chassis number and weight are required.
    • HS Code of the product needs to be provided.
    • Statistical code of the Libyan companies (Importer’s registry code) is necessary.

    A bill of lading (BL or BoL) is a legal document issued by a carrier to a shipper that details the type, quantity, and destination of the goods being carried.

    What is Commercial Invoice?

    A commercial invoice is a required document for the export and import clearance process. It is sometimes used for foreign exchange purposes. In the buyer’s country, it is the document their customs officials use to assess import duties and taxes.

    Frequently Asked Questions about Libya ECTN

    For vehicle (ro-ro) in the container (20’ or 40’) whether we should charge based on a container or each vehicle, generally the charge can be higher if based on the container.

    The pricing is for the mode of transport. So if the cars are inside a container then the container fee should be charged.

    Can I use the same ECTN number for various shipments?

    No, ECTN is unique and reserved only for one shipment. Every shipment must have a validated ECTN number.

    Is it mandatory to mention the Libya CTN number on the Bill of Lading?

    No. Libya CTN certificate number is not required to show on the Bill of Lading.
